i think Saturn and Sailor Moon are the most powerful. Saturn can destroy an entire world, and Sailor Moon has the power to both destroy and restore a planet, and her pure heart will give her the strength to defend her friends and loved ones.

I'd say that Sailor Moon and Sailor Saturn are probably the most powerful senshi. They're the only ones with enough power to destroy the world and enough power to restore it. Of course, the consequence of using all that power is usually lethal, but that's a nessecary evil.
