...15 years later...
Tim sipped a cold Budweiser. He stared at the picture of Jill on the small desk in the kitchen corner and sighed. He just never could understand and wondered if there was any understanding to be had. Three years it would be this coming May. No note, no nothing... just OD'd. Accident or intent? Tim often wondered.
'Kippy' was a doll, pretty and sharp as razors. How could Jill just leave her daughter? Tim sighed again. He'd never know for sure. He and Sandra had formally adopted 'Kippy'. Her real name was Susan but the nickname had stuck. Her father was unknown. Jill knew, but that went to the grave with her.
Kippy had just had a birthday. She was five now. The same age as Jill was when... He brushed off the thought as Kippy hopped into the kitchen.
"Daddy, there's someone at the door."
"Who is it, Kippy?"
"Donno daddy. Says she needs to talk to you."
Tim smiled, tossled Kippy's hair, which brought a "Hey, stop that!" then walked to the front door.
A young woman eyed Tim nervously, smiled then announced, "I'm Nancy Jordan from Protective Services. May I come in and talk with you a bit?"

All too often, the children of the world are abused, with the abuse rearing it's ugly head in so many different forms. And too many times, it's reported, but never proven, and the child's life too often comes to an abrupt and brutal end because a social worker overlooked something or maybe didn't even look. Our foster care system needs a good overhaul, too. It's so sad that wild animals take better care of their offspring than some humans do. And that some of those animals make much better foster parents than some humans. Thank you so much for this story.

As horror stories go this is right up there with the best of them.
While this time it's fiction, unfortunately it is happening in real life far to often.
Over here in the UK it seems as though every week there is a simmilar case.
Maybe not quite the same tragic ending, but horrific none the less for those concerned.
In the last few months there have been cases of mothers goaled for murdering their babies. All on the testomony of an "expert witness".
When the true facts emerged they were freed, but you can imagine the trauma it has left.
It is time for an overhaul of a system that gets it wrong so often.
Well written Bob, even though it was not a comfortable read. To close to the truth of things.

OMG Bob! This is one horrendous story. Good suspense and actually fairly much on target. The beaurocrats and "child Welfare" authorities are so hypocritical! They remove children from repeat abusers, but then they send them home (at least here in Canada), where the abuse ends in the child's ultimate death.
I do wish that people would use their heads before reporting "crimes" like this.
One normal, well-adjusted family destroyed because some "well-meaning" (and i use the term loosely) person had the nerve to report abuse where there was none.
Examine the kids, and watch them interact with each other and the parents.......it's not hard to tell then who the abuser is, if there actually is one. (I am well aware of child abuse, and elderly abuse, working in the ER of a large city teaching hospital).
Thanks for this, Bob. It was excellent, and as Janet O. said, this should reach the eyes of the nation(s) both Canada and the US.

This story should reach the eyes of nation.Very disturbing because i live ina small town and many times i have seen such similiar tragedies.
People need to protect children all over the world. But too often it is did out of some type of revenge instead of real concern for children.
That the good neighbor makes the call.
