Tortillas can be fried before hand, if it is more convenient. In a deep pan, pour oil at least 2 inches deep. Heat until a flour tortilla dipped in at the edge, bubbles. (If it doesn't bubble, it's not hot enough). When it is ready, carefully slide in a flour tortilla. Press bubble in the center, to keep it flat as possible. As soon as the bottomside of the tortilla, starts turning a light golden brown, carefully turn it over, until both sides are browned. The first side will continue cooking. Then drain the the crisp tortilla and place it on a paper towel. Repeat until all the tortillas are done.
Fry the hamburger, then drain. Add refried beans, and thin them with milk.
Chop lettuce, tomatoes, and onions. Slice avocados. Grate cheese. Place a tortilla on a plate, spread with hamburger-refried bean mixture. Let everyone put their own fixings on. Eat with a knife and fork. With the leftover tortillas, put sugar and cinnamon in a bag and place each tortilla in the bag and shake gently to coat it with the mixture and shake off excess sugar and cinnamon. Kids love these. Let them eat outside(break into pieces). When planning for a crowd, allow 1`flying saucer for each of the ladies, and 2 for each man.
Note: When frying tortillas, watch the temperature of the oil, so that it stays even--(doesn't cook too slow or too fast.
