Our email system was originally devised to allow safe communications between adults and children. For several reasons, we extended the system to handle all PnP email.
Here are the details of our system:
All emailing produces a popup for the email, which has a notice that all email is monitored, a copy saved and then relayed. Volunteer relayers scan the emails and approve (relay them) or reject them. Once rejected the email cannot be relayed by any relayer. The head relayer also gets an email notification of the rejected message. Notes may be attached to a message as explanations. Any such notes are not included in the message body.
The guidelines are that no addressing information which will pinpoint location is allowed. Any messages which contain untoward advances are denied relaying. Flames, (inflamatory emails) are also rejected.
Another safety feature is that all information needed by the programs to control where email is sent is encoded into the subject area. ie, Neither party can get the other's email address. This is an example of what the subject area looks like:

Each person's author number is in there. It also contains a sequence number which can be used to sort the database of emails. Ie it is easy to follow a thread of reply to reply to reply... The article number and/or serial number is in there also. There is no harm in this system being known since author numbers and article numbers are public info. Also, all goes through relayers. The one vital thing is that you must simply reply and do not alter the subject or your reply will get misdirected to the wrong person. The program clips out RE: or any other thing an email program might add to the subject area.
More features: All last names of minors are removed from the email body. Should there be any email addresses of any sort, they are also removed.
The relayer is also recorded. As another feature, the originater of a message cannot relay it. It must be another person. The relayer cannot alter the email in any way. They may only approve, reject or ignore it and leave it to another to decide. All of these features includes myself... I am not permitted to relay any email that I'm involved in. These features are strong protection for the relayer as well as for the children and adults in emails.
Features that may be added: As we learn and see certain expressions that set off warnings, it could program it so those words will be highlighted in the message body. This might be an on-going add-as-we-learn project. It will get easier and easier to use our relay station in time.
Frankly no one but an idiot would attempt anything 'funny' with our kids knowing full-well that a copy of his email is stored in our database.
Even if they did, monitoring would quickly find problem people. They can be dealt with as needed. If the person is banned from the site that would cut off all email contact since banned members no longer are able to use any of the site's email features. Since they could not have gotten an email address from the site or from emails relayed through the site, all contact would be totally cut.
Realize that PnP has never been a 'try, convict and hang' sort of place. As noted at the bottom of this article, we are interested solely in safety. So please, don't fear to communicate... Help our younger members.
What do we need now? Volunteers to man the relay station.
Ok now.... Volunteers??? First, youth email will not necessarily be instantaneous. So this is not something that has to be manned every minute. It would be nice to work out a reasonable schedule with a number of volunteers so email gets relayed at least, say every 2 hrs.
Lastly, it is not the function of PnP to replace police, courts or other legal bodies. In fact, any attempt to do so could cause legal problems for PnP. Our object is simple: To enable safe communications child to child and between children and adults. So please, realize that this system has been carefully designed to enable safe communications, not stifle communications altogether.
So anyone who wishes to volunteer, please email me. We do prefer that relayers be adults or at least near-adult (over 15 or so). The reason is that an email could contain information not suitable for children and relayers see all.
